Oman’s New Media Law 2024

The Sultanate of Oman has enacted the Media Law 2024 under Royal Decree No. 58/2024, effective November 11, 2024, which supersedes all previous media regulations. This law governs all media activities in Oman, including print, audio, visual, and electronic media, with the Ministry of Information (MOI) overseeing its implementation. While the new law introduces significant changes, existing regulations will remain applicable until implementing regulations are issued, provided they do not conflict with the new framework. This legal reform aligns with Oman’s Vision 2040, modernizing the media landscape to promote freedom, neutrality, and accountability while upholding public order, moral values, and social standards.

The new law requires all media activities including newspapers, audiovisual channels, publishing houses, and the production and distribution of artistic works to obtain licenses from the MOI. Exceptions are made for state and public legal entities. Licenses are subject to conditions, such as financial guarantees, and may be amended, transferred, or revoked for non-compliance, bankruptcy, or fraudulent acquisition. The law emphasizes protecting licensed media professionals, ensuring their independence while requiring adherence to professional standards. It prohibits content that misleads the public, violates public morals, or disrupts national security, with strict penalties for violations. These range from fines and imprisonment to license suspension, reflecting Oman’s commitment to balancing freedom of expression with accountability and national interests.
